PlayVS College League Counter-Strike 2 Competition Rulebook

The Counter-Strike 2 Rulebook for college leagues.

Introduction and Purpose

By entering and participating in the Competition, each Student-athlete, as defined below, and any associated Roster coaches/managers/trainers/etc., unconditionally accept and agree to comply with and abide by these Official Rules and Regulations (the "Competition Rules"). All decisions regarding the interpretation of these Competition Rules lie solely with the Administrator, the decisions of which are final and binding in all respects. In addition, all Student-athletes and any associated Roster coaches/managers/trainers/etc. must adhere to the Esports Code of Conduct (the “Code of Conduct”).

1. Game Rules

1.1 Game Account Connections

Prior to the start of the Competition, all Student-athletes must have a good standing Steam Account (Username, not ID). This same account must be used for the full duration of the Competition. League Officials reserve the right to modify Steam usernames if they do not abide by the rules of the Competition.

All Student-athletes must maintain any additional accounts required for competition such as FaceIT in good standing for the full duration of the Competition.

Usernames must be in-line with the standards set out in the Code of Conduct. A Student-athlete will be notified by League Officials if their Steam username must be changed and will be permitted to change to an acceptable name.

Players may not change their account username at any time throughout the Competition, unless instructed to by League Officials. The account username the Player used to register is to be used for the entirety of the Competition. League Officials will issue a Warning to any Player that has changed their account username during the Competition and will ask the Player to revert the change. Further sanctions will follow for failure to revert the change/repeating this infraction.

All Players in the Competition must link their Steam account to their LeagueSpot Account. This can be done by going to Profile Settings (top right of the main page, where you see the Player’s name). At the bottom of the Profile Settings select +Add New Handle. In the dropdown menu, select Steam ID and then Save.

1.2 Registration/Rank Requirements

All details are subject to change at the discretion of the Administrator. Any changes will be communicated to each participating Player and posted on the Website (as defined below) as early as possible. Any disputes will be resolved by League Officials, whose decision shall be final, conclusive and binding. League Officials decisions shall be made strictly in accordance

with these Competition Rules, the Code of Conduct, and any other rules and procedures put in place during each of the individual Stages.

Rosters must be made up of the minimum required number of Players to be eligible. This is game dependent. A Counter-Strike 2 Roster must have at least Five Players on the Roster at all times. A Roster of Four or fewer Players is not considered eligible to play in Matches.

For the Premier Division, rosters must be made up of the minimum required number of Players to be eligible plus one substitute player. A Counter-Strike 2 Roster must have at least Six Players on the Roster at all times. A Roster of Five or fewer Players is not considered eligible to play in Matches. The recommended rank for players in the Premier Divisions is FACEIT 7 | CS Rating 14,000 - 15,999 and above.

  • Teams will only be eligible for Premier if their Team’s rank average is at or above FACEIT 7 | CS Rating 14,000 - 15,999. The rank provided during registration for each Player should be their current ranks. If a season is just beginning, the previous season's rank should be reported.

Rosters will be seeded into regional conferences based on the average In-Game rank of their top Five players at the time of registration. The Advisory Committee has the authority to manually adjust regional conferences, if necessary, with the intent of providing a more equitable distribution of Rosters across them.

  • The recommended rank for players in the Ranked Divisions is FACEIT 7 | CS Rating 14,000 - 15,999 and below.

Platform

For all Matches Rosters must coordinate and agree on a platform. For example, if both rosters agree to a Private MM, they may use a Private MM. If a team has a REFRAG server that can also be used.

If Rosters cannot agree on a platform, the Match must be played on FACEIT.

Unless otherwise stated, this format applies to all phases within a PlayVS season.

1.4 Specific Rules

The Competition will use the latest Active Duty Map Pool, shown below, at all times. As such, this list is subject to change. Any changes to the Active Duty Map Pool will take effect two weeks following the change.

The Map Veto should be completed by Roster Captains or Managers in the corresponding Match page on the Competition Website. The winner of a coin flip will choose to act as Roster A or Roster B. You can flip a coin inside the match chat feature on the Competition Website by typing “!coinflip”. In the Postseason, the higher seed chooses which Roster to act as.

The map selection order is as follows:

  1. Roster A bans one map.

  2. Roster B bans one map.

  3. Roster A picks the first-played map, Roster B decides the sides on this map.

  4. Roster A bans one map.

  5. Roster B bans one map.

  6. The remaining map will be played as a decider, if required. Knife for sides.

The pause function can be used at any time, but it will only come into effect during freeze time. Only the pausing Roster may resume the game.

Each Roster is allowed to call a “Tactical Timeout” of 30 seconds up to four times per map. Timeouts can be called via the in-game vote system (ESC > Call Vote > Call Tactical Timeout). Rosters can take all four timeouts at once by calling them all individually once the previous timeout expires. Rosters will not be given additional timeouts in overtime, but any unused timeouts can still be used.

1.4.1 Server Choice

To be agreed upon between Rosters; if Rosters are unable to agree upon a server location, the NA server with the lowest average ping differential should be used (determine the average ping of both Rosters and subtract one from the other to determine the differential).

1.4.2 Glitches

The intentional use of any bugs, glitches, or errors in the game is forbidden. It is up to League Officials to determine whether or not the use of said bugs had an effect on the Game, whether or not rounds or the Game or Match will be awarded to the opposing Roster, or to force a rematch. The usage of the following bugs is strictly forbidden. If any bug is used which is not listed here League Officials will determine whether a punishment is necessary.

Moving through clipped areas where the movement is not intended by the design of the map is strictly forbidden (any walls, ceilings, floors, etc.).

The bomb may not be planted in a location where it cannot be defused. Planting the bomb in such a way that no one can hear the beeping sound or the planting sound is also forbidden.

1.5 Substitution

Rosters may freely substitute Players between Games in a Match, but the opposing Roster must be allowed at least five minutes between notification of the substitution and the start of the next Game. Players may not be substituted during an ongoing Game. All substituted Players must have been on a Roster before the start of the Match to be considered eligible.

All Matches may be played on either of the listed equipment.

3. Match Process

3.1 Pre-Match Setup

Teams must follow section 4. Match Setup and Procedures in the league’s Competition Rulebook as they prepare to join their match.

3.2 Match Setup

The winner of a coin flip will choose to act as Roster A or Roster B and is responsible for hosting the Match and ensuring that all settings are correct. You can flip a coin inside the match chat feature on the Competition Website by typing “!coinflip”. Once all ten participating Players have joined the server the Game may be started. Both Rosters are responsible for ensuring that all settings are correct.

Any Game started with the wrong settings may be remade. If either Roster invites a Player/Spectator to a Game that is not a member of their Roster or School administrative staff member (i.e. coach, broadcaster) they may forfeit that Game, at the discretion of League Officials.

3.3 Remaking Game

During the first round of a Game and before any Player has been eliminated, Rosters may agree to restart and/or switch the Server (if applicable).

Rosters may agree to restart and/or switch the Server (if applicable) if connectivity issues significantly hinder gameplay.

Rosters must restart and/or switch the Server if the Game is created with ineligible characters, weapons, map, items, settings. Etc.

3.4 Match F.A.Q

Match Demo

  • All Players are encouraged to save first person demos during all Matches as they will be used as evidence during any disputes in case of extraordinary cases or if there is an issue with the server demo.

  • Failure to produce demos upon PlayVS College League’s request will be counted as evidence against you and may lead to a forfeit. Demos should be kept for the entire season.

  • To record a demo, use the console command record NAME. The “name” should be the Match date and your Player name for easy identification. When the Game is concluded, use the console command “stop” or simply disconnect, and the demo recording will stop.

Scripts

  • Generally, all scripts are illegal except for buy, toggle, demo, and jumpthrow scripts. In the case of a dispute, generally accepted competitive Counter-Strike 2 practices will serve as the baseline by which a decision is made. Standing on teammates

  • Standing on top of teammates is generally allowed, it is only forbidden, when such actions allow the player to peek over, under and/or through a solid object (i.e. wall, box, ceiling) that should not be allowed according to map design. Pixel walking is forbidden. A player will be considered to be pixel walking if they sit or stand on invisible pixels on the map, where there is no visible edge.
